How do I check a customer for fraud by phone number?

What should I do when the success rate is low?
There is no fixed rule. For a number with many returned parcels, confirm the order by phone before shipping or take the delivery charge in advance — that saves the return cost.
Does a result of 0 mean the customer is fake?
No. Zero means these couriers have no record of that number — it may simply be a new online shopper. It is not proof either way.
Can I stop fake orders completely?
In Sellsull you can block a suspicious phone number, IP address or device — a blocked customer can't place orders again, and a blocked phone number isn't even told.
